Minor tweaks to modpack for Menlos III EI server.

ATM, here's what's tweaked:

-Modules: rebalance of the EI rebalance :P

-Large Electric Poles: range increased to 40 squares.

-Tweaks to AAI signal transmitters if they are used

-Alien Beacon: HP = 2Mil so it doesn't die while picking up

-Spidertron Extended: MK2 cost changed to EI ingredients

-Dectorio: rebalanced the balance it applied to the walls
-Modular Turrets: Beam emitters cost changed to include EI stuff.
