It sure is! It just didn't show up when searching for "toggle build layer" so I thought it wasn't possible :) On a side note, it sure would be nice if the search function would just work for searching up the mod name, rather than trying to figure out what the name of the option is. No way to know you named it "toggle overground." Not to mention the list is not sorted alphabetically by mod either. But of course that's not your problem :)
