They do, the problem is that it was changed in 0.15.
Previously, you were allowed to have a space between the item key and = in the locale cfg files, but that is no longer allowed.
So this:
text-plates = Text Plates
Now has to be this:
text-plates= Text Plates
But there's no reason for the extra space, so just make it this:
text-plates=Text Plates
