With Industrial Revolution 2, it seems to crash very hard upon placing a steam locomotive, which is kinda bad, because it would theoretically fit the "steampunk" vibe in the early game (would be nice, if the tech-tree would also make the steam locomotives earlier for this purpose).
Also, while I tried to figure it out what the problem was - I realised, that even with only fluid trains and steam trains enabled… that I can't actually fill the trains - pumps won't lock unless I put a steam tank right next to it.
