The main difference is that this mod has one network for all forces, rather that per-force networks. The other difference, and why I created it in the first place, is that this one allows you to limit placement to 'homeworld' planets.
For my group's specific use case, where we have multiple friendly forces each with their own starting planet, we wanted to be able to more easily move between homeworlds without totally breaking the game balance. If you don't care about that then really the only reason you might use this one over Klonan's teleporter mod is because you have an affinity for Stargate.
Edited to add: there is also an energy cost to use these. So TLDR: they're balanced differently.
