Adds the agricultural tower for use by other mods without requiring Space Age.
- Does not enable the planting of trees.
- As a side-effect, it enables the space_travel_required feature flag and defines the empty-space to allow the game to launch.
- Includes the locale for all languages.
- Tips and tricks are defined, though currently broken.

You still need to own the DLC, and can technically be installed alongside Space Age, though it will do nothing in that case.

All content is copied directly from SA, with minimal modifications.
