Placement limitations in SpaceExploration are handled the same way they are in Vanilla. i.e. the system denying off shore pumps on land is the same as assembly machine restrictions in space. That's removable but would involve compiling a list of all the current restrictions per entity and then changing the placement mask. I like the restrictions so I don't really care to do that.
