Depression is uncurable until blue science, until then you have to keep all these useless populations around and keep hatching more and more eggs to try and stay on top of it. At least other problems eventually get cured or the people die off.
I don't think this kind of permanent thing is a good idea in factorio, it can mess up high science multiplier/slow games quite badly
