Solar Tech Chain

Chains together the disparate solar panels and accumulators from different planet mods into one flowing tech chain. Requires Moshine and Paracelsin at minimum. Also supports Arig, Apia, Foliax, and Supercooled Solar when detected. Preliminary support for Krastorio2/SpacedOut

  Changes:
    - Added PlanetsLib as Recommended dependency, as it fixes any planets with ambient sounds that have not updated for 2.1.13.
    - Added Planetaris: Arig as Recommended dependency, as it is the most fitting secondary solar planet, after Moshine and Paracelsin.
    - Bumped minimum version for base game, space age, PlanetsLib, and any planets that specifically mentioned fixes for Factorio version 2.1.13 in their changelog.
    - Implemented preliminary compatibility with Krastorio 2/Spaced Out
      For now, simply hides and disables K2's advanced solar panel when Arig is enabled, and reverts their changes to Moshine solar recipe.
      Arig's advanced solar panel is slightly buffed to accomodate K2's buff to vanilla solar panels.
