The various technologies don't have the (new) science packs they require as prerequisites, so they show up in the tech tree before you can actually research them.
Example: Solar productivity 2 requires chemical science packs to research, but doesn't have the chemical science pack technology as a prereq; Solar productivity 3 additionally requires production and utility science packs but doesn't have those techs as a prereq, etc etc.
