I got a message saying the enemy had a Technological Frenzy even when the setting for Research Pressure was turned off. I'm not sure if that is a setting that can't be turned off or not.

Technological Frenzy is part of the Expansion system, not Research Pressure, so turning Research Pressure off does not disable it.

To disable Technological Frenzy, set Expansion → Intensity to Off. This only disables the mod’s dynamic expansion changes and frenzy; vanilla biter expansion will continue according to your original map settings. There currently isn’t a separate toggle for frenzy.

Ah that's fair. I actually like the increased expansions, just not so much the impact from research.
