Enables adding significantly more tiers of vanilla modules, and exposes a massive list of options to tweak the scaling to your liking

Huge credit to tocko73 for their Module Overhaul mod, which this mod expands, but was also heavily referenced for me to learn how to do any of this in lua.

Will not be updated for 2.0, as https://mods.factorio.com/mod/module-config exists which is better. (Also 2.0 broke my spriting and I have no idea why lol)
