What is the intended way to make rocket fuel on Gleba (with remix) ? Rocket fuel requires methane which requires either some kind of oil product or coal, neither of which are available on Gleba. Using coal synthesis is possible but then you need 100 spoilage for a single rocket fuel. Is there another intended way to make it ?

After looking at this, I think this one just slipped through the cracks. We normally use pHactorio which performs its own changes to the recipe. I've changed it to no longer add methane to the recipe in Remix mode.
