In data-final-fixes.lua (1.3.0, line 168) the tech pass matches every technology whose name contains "braking", so besides Rubia's own braking-force-8 it also catches the vanilla braking-force-1 to 7. For braking-force-1 it removes the automation, logistic and chemical packs and adds space-science-pack, but the technology keeps its old prerequisites (railway, chemical-science-pack), so the tree shows it as available long before the player can make space science.
Either matching braking-force-8 only, or adding the space-science-pack technology as a prerequisite whenever the pass adds the space science pack, would fix it. Seen with Krastorio 2 Spaced Out 2.0.17 on Factorio 2.1.20.
