Resource Spawner Overhaul

Makes resources more sparse than base game. You will need to use trains much earlier to get resources. Game will be more difficult especially with higher enemy settings.

g 'Unknown entity name: enemy-base' error when using regenerate command.

/c remote.call("RSO", "clear") and /c remote.call("RSO", "regenerate") both produce errors, even when used on a clean world started with RSO.

Seems to be related to "Unknown entity name: enemy-base" or so the message claims.

I didn't get those into working state yet.
They will need to go planet by planet now so it's a bit of additional logic to add. Or maybe only affect the one player is on I'm not sure.

Sigh, can't convert my game yet, then. Sad day.

I do think the one the player is on would be the logical easy option, assuming that is actually easier.

It should be fixed. It's a 2am fix so please take this into account.
I was able to regenerate nauvis and gleba and it works on planet at which you are currently looking.

Seems to have worked well so far, resources are appearing properly. Don't have other planets testing data yet.
