Overhauls resource spawning system.
Seems some one fixed the mod, and even though there is a tiberium config in RSO, it doesn't want to generate for the new one.... sorry.

Generation triggers are based on mod name so it won't see it automatically. I'll update the config to make it work for new mod too.
