Resource Spawner Overhaul

Makes resources more sparse than base game. You will need to use trains much earlier to get resources. Game will be more difficult especially with higher enemy settings.

This mod is a bit strange.
It adds it's resource in final stage so it's a tad hard to replace it. So currently you get error message from RSO but water still spawns.
Also since it uses fluid resource and spawns it like ore I would need to add separate support for that.
It will remain unsupported for now I think.

Hello Ozerlek, I dont know why I put everything in date-final-fixes .. I removed it now, keeping the resources in the data.lua

I made this file, but the idea is to have the crude-water in the initial area

I played around with it but I think you will need to take a look if it makes sense from balancing perspective.
I stayed with using fluid spawning mode and I think starting area is behaving strangely but outside seems pretty ok.
Please check it out in new RSO version and let me know.
