Overhauls resource spawning system.
I think phosphate-rock and rare-earth-bolide are still missing in the list of new ores from pycoal. got the message that both of them won't spawn because they are not configured yet.

I've added them - they aren't from pycoal but pyhightech so didn't make it in first round.
