Makes resources more sparse than base game. You will need to use trains much earlier to get resources. Game will be more difficult especially with higher enemy settings.

Currently none of the settings are in mod settings API yet.
I'm planning to add some of settings from config file there when dust settles a bit around this feature.
There is a thread on forum for proposals of which settings should be published since config file has quite a lot of them.
