Adds new constant combinators which can be toggled from everywhere on the map by a dedicated window.

In combination with power switches you can selectively manage laser defences to optimize power usage
or wire it to a rail signal to prevent trains to access certain areas.

Note: not yet tested in multiplayer! please give me a feedback if it should work ;-)
