Adds an option to pre-package the items needed for a Rocket Silo into a compact transport chest, and then reassemble on-site.

Its a way of letting you "ship" rocket silos, with a cost (a small bit LDS/Steel, and a large chunk of your time to pack and unpack)

You need 20 packages to assemble a Rocket Silo. Assembly takes 4 times as long as normal crafting.
Each Package takes 5% of the total cost of a rocket silo , plus 1 Steel Chest and 2 Low Density Structure, and takes half the time of a rocket silo crafting.
Weight of an entire package is 800kg, meaning you can only ship one per rocket to a platform.
Packed items stacks to a size of 5, which means it takes four rocket spaces to store a full silo worth of items.

Assembly time and packge costs are dynamic, meaning it should adjust if other mods adjust the cost/crafting time.
