Negative quality rates are no longer ignored. Recipes have a chance of downgrading if affected by negative quality.

Be careful using any quality materials around speed beacons, as they may degrade. If the vanilla quality rates are too severe, the default 100% effectiveness may be reduced in settings all the way down to 0%.

Internally, this mod removes the limit on machines from having a minimum quality reduction of 0%, and lets quality rolls use it. May conflict with other mods that affect quality and expect vanilla limits to be in place.
