Quality rework without any runtime scripts!

Quality modules only work in special building - Disassembler, which can work as quality upcycler. It's unlocked with quality module.
Quality modules guarantee quality upgrade, but have high penalties.
More complex items have lower chance to upgrade.
There are 4 tiers of items, from 25% to 10% base rate of upgrading, further increased by quality module.
Quality modules can't have quality.
Quality bonuses are increased.
