Bugfixes:
- Changed blueprint and upgrade-planner cycling to update all quality-storable targets instead of relying on incomplete quality-property probes, so cargo bays, thrusters, and combat buildings are no longer skipped.
- Fixed downgrading quality level 1 targets back to normal quality.
- Skipped transport belts, underground belts, and splitters by default.
