Restores fast replace for pipes and underground pipes which were disabled by pyhightech

As of pyhightech 3.1.3 and pyindustry 3.1.3, ht-pipes, ht-pipes-to-ground, niobium-pipe and niobium-pipe-to-ground are all already in the vanilla pipe fast replace group, as are the vanilla pipes in base 2.1.17. There is nothing left for it to do and it will not be updated past Factorio 1.1. If a future Pyanodons release splits them back out, the fix is still in the repository.
