Water boils at 100 Celsius, steam can't really exist at 60 Celsius. The exception is if the air pressure was really low like 30-40% of the standard atmospheric pressure. The power house doesn't seem to have any way of reducing the air pressure so can you either make it output 60 degree water or at least 100 degree steam?

Factorio does not have a concept of a gas, yet? So everything is a liquid. Maybe one day we get gas pipes and liquid pipes.
