P.U.M.P. (Prevent Unwanted Manual Pump-placement) adds a selection-tool with which you can select oil wells, and then plans the layout of pumpjacks and pipes for you.

It's on my wish-list as well. I'm just not playing Factorio a lot at the moment, so it's not actively on my mind. But I hope in due time to get back to it, and when I do, I'll try to implement this.
