Sorry for the confusion, I accidentally started the changelog for version 0.2.9 before uploading 0.2.8. So you should look at the changelog for 0.2.8 for changes. The biggest things are some military changes, so turrets can now be randomized, for example. If the base still works, that's great! No guarantees but I still try to keep some compatibility. Just keep an eye out for anything that you might have missed.
