Huh, no... It also shouldn't be so powerful so as to roll up twice so often...
I must have missed an update that changed how game percieves base quality internally. Because of some lingering technical reason on Wube's end mods are meant to input a value 10x higher than it should've been. This was changed at some point to be in line with other effects and I haven't noticed.
