In my current playthrough, I've noticed that the gelnut biomes are spawned, but with no soil where the gelnut could grow. I could share my seed or tell you the other mods I'm using. Maybe I'm just very unlucky, but I think it is a bug, unless this is intentional. But since the in-game wikia says that the soil should be there, I don't think so.
