Ore Liquefaction Mining

Adds the Ore Leaching Plant: a huge 7x7 building placed on an ore field that leaches the ore under its centre tile with Aqua Regia and outputs it directly as dissolved ore fluid (from Ore Liquefaction), at the same ratio as the ore's own dissolve recipe. It claims the whole connected field and drains it farthest tile first; once only the centre is left it keeps running slowly forever.

    - One plant claims and mines out its whole connected ore field (farthest tile first), instead of needing a full grid of regular miners.
    - Plants share out a field rather than fighting over it: a survey ignores ground another plant already claimed, so an ore field too large for one plant to cover can be worked by several, each taking the part the others left. They cannot be crammed, though - a plant may not be placed on top of another's claimed ground, and one that is stays disabled with an alert naming the owner. Removing a plant frees its ground again.
    - A newly placed plant surveys its field over a few ticks, drawing it as it goes, before starting work - so even a huge field costs no noticeable stutter, which matters on a multiplayer server where one long tick stalls everybody.
    - The field is scanned once, when the plant is placed, and kept: a running plant never scans again (bar a single look when its field runs out), so it costs almost nothing however big its field is. Placing a plant on a very large field takes a moment; running one does not. The "Field scan budget" setting caps how much work that one scan may do.
    - Plants are updated a fraction at a time across ticks rather than all at once each second, so a base full of them adds a flat, small cost instead of a spike once a second.
    - "Infinite leaching" setting (default on): the field's centre tile is never fully mined out, and the plant switches to a slower recipe once the rest of the field is empty, running forever. Off: the whole field, including the centre, is finite.
    - Field scans hop small gaps between ore tiles, so a fragmented patch is still claimed as one field.
    - Placing a plant, or opening its GUI, highlights its claimed field.
    - Circuit network connector: outputs the remaining ore in the plant's claimed field as a signal.
    - Shows an alert when a plant can't work (no ore under its centre, or the field's resource needs a mining drill your force hasn't unlocked yet).
    - The tile currently being drained is marked on the ground.
    - Supports any ore Ore Liquefaction supports - vanilla, Space Exploration, Space Age - with no configuration, including ores only ever salvageable by recycling something else (e.g. Space Age's Holmium Ore, from Scrap; requires Ore Liquefaction 0.1.5+).
    - Ores needing a mining fluid (e.g. uranium) need it here too, via a third fluid connection.
    - Craft time follows the field's own mining time (e.g. Space Age tungsten leaches slower than iron); can be turned off with a setting.
    - Mining productivity research reduces ore consumed per craft instead of speeding up the plant or adding output. No support for productivity modules or research otherwise.
    - New technology "Ore Leaching"; "Advanced Ore Leaching 1-3" adds speed tiers to plants you already own.
  Graphics:
    - Generated 7x7 art with working animations: a bubbling Aqua Regia sight glass, a second sight glass that fills and drains with the dissolved ore (tinted to that ore's own color), a warning lamp, pulsing pipes, and vent smoke.
    - Aqua Regia is a strong red-orange (#D95D39), matching its real-world color.
