You can just disable quality in the mod-settings. "Quality" is effectively just a mod... So no need for this on imho...

There is no setting. You can disable the mod but SA has it as a mandatory dependency. If you want to play SA without quality, you can use this mod. That's how I understood it.

unless there is a mod with a similar name i must disagree with this statement, me and a friend are playing the DLC and we havent used any quality until completing every Planet before Aquilo which was very easily possible even for a player with only surface level knowledge of the game.
sure you will suffer strong inefficencies and it makes the game harder as you are expected to be using quality but it is very reasonably doable and as such this mod is not a requirement.
also you can simply just edit the "Space Age" mod info file to delete the dependency and the game will be perfectly fine with you playing the DLC without the quality Mod enabled.
I havent tested the consequences of doing so but i assume there wont be much of an impact since disabling the Quality mod will also remove all of the changes done to the game in order to integrate the mechanic.

Maybe we have a misunderstanding of what I am attempting to say with that statement.

This mod disables the electric network overhaul code. The code it is not compatible with Quality.
