There is no setting. You can disable the mod but SA has it as a mandatory dependency. If you want to play SA without quality, you can use this mod. That's how I understood it.
or maybe just don't use or even research quality modules? you don't really need to research them... seems like a completely useless mod tbh, but whatever...
