Allows for selecting a Gleba seed output percentage on game creation (unfortunately I haven't figured out how to have setting-adjustable recipes after game creation.

I found that the default 2% was not netting me nearly enough seeds. I made this mod to just bump it up to 3%, but figured - yay, settings!
