The alien biomes on this planet are highly resistent to conventional weapons. The only way to destroy the biters' bases is to nuke their entire site from orbit--it's the only way to be sure.

It's because the mod doesn't allow you to. Author of this mod should change the name, on the other hand the mod description doesn't state it allows orbital nukes. It only changes the resistance of spawners against conventional weaponry and makes nukes basically the only way to destroy them (with the regular rocket launcher). It's just a poor choice of a mod name that's all.
