Gives Nauvis a constant downpour for players who enjoy the ambiance of Gleba

I originally planned to update this mod to make the weather effects dynamic and add other weather patterns such as lightning. Unfortunately, I ran into some unavoidable limitations with the Factorio API specifically, the PlanetPrototype.player_effects property can't be changed at runtime. That basically put a stop to any updates to this mod, although I'm sure there is still some incredibly convoluted way to work around this, I just haven't put any thought into figuring it out
