Allows configuring how modules work in a lot of places:
- Using all modules in all machines
- Using productivity for non intermediates
- Using productivity and quality (or all modules) in beacons
- Using beacons in machines that didn't accept them before
- Allowing machines to receive surface effects
- Changing the productivity cap of all recipes
- Changing how beacons stack with each other
