I encounter a bug where biter on the surface stop spawning, i manually increase the limit for underground biter and they effectively began to spawn again, it appears the limit apply also to the surface
To reproduce the bug : just go in a game in sandbox(death world settings) and kill all biters around a nest(without killing the nest) and you should see biters not respawning
