Current version cannot. This would require massive re-write and there is also graphics for each layer to transfer items, trains and players. Not completely off cards but not immediate + time is a luxury I haven't a lot of these days.
The graphics you use on one layer would have to be on a generator so each floor is randomly generated and I understand completely if you decide to continue developing the mod yeah it's a great idea it would be nice to build in multiple dimensions.
