Adds a planner that designs a mining drill layout for a resource patch.

New Ores and resources as well as machines.
Change blueprint behavior.
When set to not deconstruct entities, it still places ghosts on top of entities.
That's kind of the intended behavior. Still creates a layout, just doesn't deconstruct what's underneath.
