Adds a planner that designs a mining drill layout for a resource patch.

Title. Until you research "Uranium Mining" you can't build miners on uranium.
Hmm, there's no way to get if a force has mining-with-fluid enabled. I made a Lua API request for that so I'll wait until then. (I don't want to deal with checking Uranium Mining research or iterating technologies to get allowed status)
No worries, just a minor exploit.
