Hello, I think I found an issue with Mining patch planner when used on Fulgora.
The planner places landfill ghosts on oil oceans although landfill cannot be placed there manually (shows error "Foundation is needed to fill oil ocean"). As a result, construction bots just hover with landfill indefinitely, unable to place it.
