Something in the past couple days (maybe the Factorio update?) has caused shift-right-clicking from one filter miniloader and shift-left-clicking onto another to have multiple problems:
1) When in a split configuration, that split mode copies, but the item filter doesn't.
2) When connected to signal wires, the "Set filters" configuration option doesn't copy over.
Both of these worked well until recently (past few days).
