It allows the "filter" tab of 2 lanes to be independent of each other. Switching to left allows changing the filter of left side and vice versa for the right side. Be careful when clicking the switch though, as when you click on the middle, this feature is disabled and one of the line's filter information would be lost
By the way you shouldn't really use that feature because it is bugged, the lanes can randomly switch and break your build. Or if you don't mind tinkering with the mod files, you can download https://github.com/Janzert/factorio-miniloader/tree/update-split-filters amd pack those files into a mod file and replace the bugged one from the mod portal
