Angels science overhaul (from Industries mod) makes fast belts, inserters and loaders available with green science but stack inserters (which are needed to build fast miniloaders) are behind next science tier orange. This is a pure Angels mode without any Bob's mods.
I'd suggest to change fast miniloader recipe to require additional fast inserters instead of stack inserters so it is possible to build them as soon as they are researched.
