See Bugreport on the Forum. I first thought there is something wrong with the Rocket Silo. Turns out it was the Miniloaders.

Some other issues I have with the Miniloaders are, when I take a Blueprint, the Loaders sometimes swap direction in the Blueprint. (Edit: when I upgrade with upgrade planner)
And if I place a Blueprint with a Loader that is attached to a Red Cable with Circuit Conditions only half a belt gets unloaded from this Loader. I have to mine it and reatach the Cable to unload a full belt.

What version of Factorio are you running? This was a core Factorio bug that was fixed in 0.18.37 (https://wiki.factorio.com/Version_history/0.18.0#0.18.37).

Steps to recreate the Bug:
Create a fresh blueprint with ALT+B from what you see after loading the Save.
Upgrade with the Upgrade Planer in the Inventory.
Paste it.

Did you take a look at that Forumpost i made?
Savegame is attached to that Post too

Uunfortunately I cant recreate the bug with the Circuit Conditions, because I updated the bluprints to not have the Circuit Condition anymore.
