Adds a charcoal pile which creates coal from raw wood. It is balanced by requiring more fuel than it creates, and is supposed to be used to help mitigate the need for charcoal while having a surplus of wood. It is gated behind a cheap research of red and green science packs.

The goal is to add more functionality and utilities as time goes on.

This is my first mod and the sprites aren't great, good or even decent, but the functionality is there!
