You are correct. The Stack Loader itself is the same speed as the fastest belt, but is intended to be unlocked when belt stacking becomes available. Even though the loader itself is capable of higher speeds, you are still limited by the speed of the connected belts. Similar to the bulk and stack inserters. They can only place items on the belts as fast as the belt will take them - the could go faster if the associated belt was faster.
