Hmm, good catch, though I'm not entirely sure how to handle overlapping techs like that, at least within this mod itself. It's not technically a conflict, it just doesn't look visually appealing to have two different inserters with different technologies and potentially different statistics, but with the same basic features.
I hate to self-promo one of my own mods, but there is technically a fix for that in the latest update of More Long Inserters, which replaces both variations of the long stack inserter, so you can unlock it from either technology (as opposed to having two separate entries in the crafting menu). It also cleans up and standardizes the inserter section of the crafting menu, including those added by some of the other planet mods.
