It appears that Fluid Output pipes (FOP) void liquid out of a network.
I have a FOP with Oil selected, I have exactly 400k oil in the network. I have two refineries connected to the oil pipe. Within like 20-30 seconds the entire 400k oil is missing from the network while the refineries only processed a few recipe cycles. I looked in the network terminal and noticed oil disappearing every network server cycle.
Even when nothing should happen, the refineries and the entire pipe is full the fluid still drains when looking at the network terminal.
This here is a minimal setup I could replicate the issue with. In the setup the fluid is produced faster than being voided so remove the pump after a decent amount of water is stored. Once you remove the pump and you look at the stored fluid you'll notice that the water drains even though none is being used up.
Every FOP in this setup has water selected as output! I used multiple to show faster draining but one is also enough.
