When transferring items from one chest to another, the Stack inserter transfers 40 i/s, but the mod states 36.92.

Testing using the string below (uses editor extensions) reveals the true value to be 40 i/s (run for 100 seconds and you get 4000 items)

The same is true for all inserters chest>chest actually. The bulk inserter is 30 i/s but the mod states 27.69 i/s. I am using Space Age with all research.
